What exactly is the Section 184 Loan Guarantee Program?
The Section 184 Loan Guarantee Program is a loan product available to Tribes, Tribally Designated Housing Entities (TDHEs), and Tribal members. This loan can be used on or off reservation for purchase, rehab, refinance, or new construction. The Section 184 Indian Home Loan Guarantee program is a tool for Tribes to bring more housing to tribal communities and other areas. Section 184 Loans are used for SFR, single-family housing (1-4 units), with a fixed-rate loan for 30 years or less. Section 184 cannot be used for commercial structures or with any type of Adjustable Rate Mortgages (ARMs).
Who qualifies for the HUD 184 loan?
- American Indians or Alaska Natives who are members of a federally recognized tribe
- Federally recognized Indian tribes
- Tribally designated housing entities
- Indian Housing Authorities

Congress established this program in 1992 to facilitate homeownership and increase access to capital in Native American Communities.
With Section 184 financing buyers can get into a home with a low down payment. One of Penny’s single mom buyers only had to come in with $1700 total to buy a 3 bedroom townhome with a 2 car garage. It was cheaper for her to buy a home than to rent. A couple from Alaska bought a two bedroom townhome with a 2 car garage, they were happy to have the program available for them to use.
Section 184 loans can be used, both on and off native lands, for new construction, rehabilitation, purchase of an existing home, or refinance.
Section 184 is synonymous with home ownership in Indian Country.

Yes, you can buy new home construction, there are limits to the amount of purchase for buyers
Yes, You do need a tribal card or CDIB (Certificate of Degree of Indian Blood or Certificate of Degree of Alaska Native Blood)
A Certificate of Degree of Indian Blood does not establish membership in a tribe.
Tribal membership is determined by tribal laws and may or may not require a CDIB or may require a separate tribal determination of ancestry or blood degree.
- Your full name, address, telephone number and birth certificate, and marriage certificate. (born 1940)
- Completed application form for CDIB card.
- Your parents full name, birth, death, and marriage certificate for both of them. (You need both, after all they are your parents, so you need both of them to prove who you are, even if the Native American heritage is only on one side.) (born 1915-1921)
- Your grand parents full name, birth death and marriages certificates for both of them. (born 1890-1895) Now the research becomes harder!! In many states there was no birth, death and marriage registration prior to 1900. You can use tribal roll records, census records, probate records, baptism records. Again you will need to know where these people lived and census records are your best source. Except for Native Americans, who hid, lied, and avoided the census taker all together.
- Your great grandparents full name, birth death and marriage certificates for both. (born 1865-1870)

This year, we celebrate the 27th anniversary of this observance to marvel at their contributions to society, educate ourselves on their heritage and raise awareness about the challenges and triumphs they have endured throughout history.
Native Americans have contributed vastly in the arts, sciences, education, civic leadership, and engineering, just to name a few. They have served and continue to serve in our Armed Forces, pioneered many of our medical and vocational innovations, leading many of the environmental activism being carried out today.
Did you know? There are over 550 federally recognized tribes in America today and currently about 4.5 million Native Americans living in the U.S.
obtaining a NADL, law requires that:
- The applicant must be an eligible Veteran.
- The tribal organization or other appropriate Native American group must be participating in the VA direct loan program. The tribal organization must have signed a Memorandum of Understanding with the Secretary of Veterans Affairs, that spells out the conditions under which the program will operate on its trust lands.
- Apply for the Certificate of Eligibility.
- The loan must be to purchase, construct, or improve a home on Native American trust land.
- The Veteran must occupy the property as his or her primary residence.
- The Veteran must be a satisfactory credit risk

Section 184 Home Loan Guarantee is reserved for members of Native American and Alaskan tribes, to receive a Section 184 loan you must be an enrolled member of a Federally Recognized Tribe. Verification or tribal enrollment will be necessary upon application for a Section 184 loan. Enrollment decisions are made solely by the tribal government.
Typically your tribe will provide a card or a letter proving your enrollment status. Trust lands and tribal members on and off reservation may be eligible.

Staring in 1992, Congress established the Section 184 Indian Home Loan Program. The program was designed to offer home ownership and housing rehabilitation opportunities for eligible Native American individuals, families, tribes and tribally designated housing entities (including Indian Housing Authorities) on their native lands and within an approved Indian area.
Why a Loan Program Specific to Native Americans and their families? It’s very unique status of Indian lands, Native American home ownership is an well deserved market. The Section 184 program was designed to improve access to capital for Native Americans and provide private funding opportunities for tribal housing agencies.
HUD guarantees each mortgage loan made to eligible borrowers. The loan guarantee assures the lender that its investment will be repaid in the event of a foreclosure.
The borrower pays a 1% loan guarantee fee at closing, which may be financed in the mortgage or paid in cash.
The borrower applies for the loan with a participating lender, or works with the tribe and the Bureau of Indian Affairs if leasing tribal land. The lender then evaluates the necessary loan documentation and submits the loan for approval to the HUD Office of Loan Guarantee.

The Section 184 Indian Home Loan program is a mortgage product specifically for American Indian and Alaska Native families, tribes, Alaska Villages or tribally designated housing buyers. Congress established this program in 1992 to facilitate home ownership in Native American communities. Using Section 184 financing you can get into a home with a low down payment, no mortgage insurance and flexible underwriting. If you are a potential home buyer, Section 184 is a wonderful product — thanks to the low down payment requirement of 2.25% for loans over $50,000. If your loan amount is under $50,000, your down payment is 1.25%. If you don’t have to pay a mortgage insurance premium each month. Instead, a one–time, 1% loan guarantee fee can be added to your final loan amount.
