This loan can be used on or off reservation for purchase, rehab, refinance, or new construction. The Section 184 Indian Home Loan Guarantee program is a tool for Tribes to bring more housing to tribal communities and other areas. Section 184 Loans are used for SFR, single-family housing (1-4 units), with a fixed-rate loan for 30 years or less. Section 184 cannot be used for commercial structures or with any type of Adjustable Rate Mortgages (ARMs).
Who qualifies for the HUD 184 loan?
- American Indians or Alaska Natives who are members of a federally recognized tribe
- Federally recognized Indian tribes
- Tribally designated housing entities
- Indian Housing Authorities
Yes, Penny knows this program very well. She can help you understand how it works. The Section 184 Indian Home Loan Guarantee Program is an amazing home mortgage product specifically designed for American Indian and Alaska Native families, Alaska villages, tribes, or tribally designated housing entities. Congress established this program in 1992 to facilitate homeownership and increase access to capital in Native American Communities.
With Section 184 financing buyers can get into a home with a low down payment. One of Penny’s single mom buyers only had to come in with $1700 total to buy a 3 bedroom townhome with a 2 car garage. It was cheaper for her to buy a home than to rent. A couple from Alaska bought a two bedroom townhome with a 2 car garage, they were happy to have the program available for them to use.
Section 184 loans can be used, both on and off native lands, for new construction, rehabilitation, purchase of an existing home, or refinance.
Section 184 is synonymous with home ownership in Indian Country.
Penny has helped so many buyers using this program, she believes it’s a fantastic program for the well deserving population that qualifies for it. Please feel free to call her for more information. Penny O’Brien 702.321.9383
Section 184 is adding to the marketability and value of the Native assets and strengthening the financial standing of Native communities.

From my experience which is at least 16 years being a full-time Realtor, here’s what I’ve seen:
Referrals: referrals are awesome, most of the time it’s a win-win for both buyer, seller and the agent. Referrals can be from past clients, lenders, friends, co-workers, church members, the list goes on and on.
Internet: Well, I can tell you I’ve received a lot of clients from my website and other Internet sites. I blog about what I think is important to people and they enjoy reading what I have to say. I’m a down to earth kinda girl who tells it like it is. I don’t LIE to my clients and say things they want to hear if it’s not the truth. Believe me there are a TON of REALTORS in Las Vegas and surrounding areas that will lie straight up to any and everyone. I’ve heard the lies, I’ve been lied to. YUCK.
Repeat clients: I have the most amazing clients whom it’s hard to even call them clients become friends. Really great friends who end up having a long time friendship worth having.

Do you have questions about this wonderful Native American Indian Home Loan Program here in Las Vegas? I have answers for you.
Penny O’Brien 702.321.9383
Here’s a few in sites about the HUD 184 Loan Program.
Yes, you can buy new home construction, there are limits to the amount of purchase for buyers
Yes, You do need a tribal card or CDIB (Certificate of Degree of Indian Blood or Certificate of Degree of Alaska Native Blood)
A Certificate of Degree of Indian Blood does not establish membership in a tribe.
Tribal membership is determined by tribal laws and may or may not require a CDIB or may require a separate tribal determination of ancestry or blood degree.
- Your full name, address, telephone number and birth certificate, and marriage certificate. (born 1940)
- Completed application form for CDIB card.
- Your parents full name, birth, death, and marriage certificate for both of them. (You need both, after all they are your parents, so you need both of them to prove who you are, even if the Native American heritage is only on one side.) (born 1915-1921)
- Your grand parents full name, birth death and marriages certificates for both of them. (born 1890-1895) Now the research becomes harder!! In many states there was no birth, death and marriage registration prior to 1900. You can use tribal roll records, census records, probate records, baptism records. Again you will need to know where these people lived and census records are your best source. Except for Native Americans, who hid, lied, and avoided the census taker all together.
- Your great grandparents full name, birth death and marriage certificates for both. (born 1865-1870)
- Your great great grandparents, full name, birth, death and marriage certificates for both. (born 1845-1850

Hi there, I am here to help.
I have helped many families purchase their homes with this program. If you’re looking for an Experienced Realtor, It’s Me. I can Help. The Section 184 Indian Home Loan Guarantee Program is a home mortgage specifically designed for American Indian and Alaska Native families, Alaska Villages, Tribes, or Tribally Designated Housing Entities. Section 184 loans can be used, both on and off native lands, for new construction, rehabilitation, purchase of an existing home, or refinance.
Because of the unique status of Indian lands being held in Trust, Native American homeownership has historically been an underserved market. Working with an expanding network of private sector and tribal partners, the Section 184 Program endeavors to increase access to capital for Native Americans and provide private funding opportunities for tribal housing agencies with the Section 184 Program.
To help increase Native access to financing, the Office of Loan Guarantee within HUD’s Office of Native American Programs, guarantees the Section 184 home mortgage loans made to Native Borrowers. By guaranteeing these loans 100%, we encourage Lenders to serve the Native Communities. This increases the marketability and value of the Native assets and strengthens the financial standing of Native Communities.

I am your Realtor for using this program.
The Section 184 Indian Home Loan Guarantee Program is a home mortgage product specifically designed for American Indian and Alaska Native families, Alaska villages, tribes, or tribally for housing entities. Congress established this program in 1992.
The Office @ Loan Guarantee within HUD’s Office of Native American Programs, guarantees the Section 184 home mortgage loans made to Native borrowers. The loan guarantee assures the lender that its investment will be repaid in full in the event of foreclosure.
The buyer applies for the Section 184 loan with a participating lender, and works with the tribe and Bureau of Indian Affairs if leasing tribal land. The lender then evaluates the necessary loan documentation and submits the loan for approval to HUD’s Office of Loan Guarantee.
Loans must be made in an eligible area. The program has grown to include eligible areas beyond tribal trust land. Click on the links below to determined participating States and counties across the country.

Penny’s take about Section 184 Indian Home Loan Guarantee Program:
- Low Interest Rates: based on the market, it is not the applicant’s credit score
- Low Down Payment: 2.25% on loans over $50,000
- Lower Monthly and Upfront Mortgage Insurance than other programs. Nice, right?
- All Section 184 loans are reasonable and affordable, with reviewed fees and structured appropriately.
- Although America has seen a drop in mortgage lending; Section 184 loans, since they are guaranteed by the Federal Government, have stayed healthy and productive.
